About the Role:
Responsibilities
- Lead the card-issuing risk control product architecture: Own the full lifecycle of the card issuing payment risk control product, building an end-to-end risk platform encompassing real-time authorization interception rules, static/dynamic limit systems, and abnormal transaction alerting mechanisms.
- Optimize rules and reduce false-positive rates: Continuously refine risk engine rules and threshold configurations to improve fraud detection quality while significantly reducing false-positive (false-decline) rates, balancing risk control red lines against payment approval rates.
- Build post-transaction monitoring and loss-prevention tools: Establish scalable post-transaction monitoring and manual review workflows; design authorization holds, offline force-debit protection, and settlement-cycle FX slippage prevention mechanisms.
- Design tiered and scenario-based controls: Tailor differentiated limit controls, 3DS verification strategies, and risk protection mechanisms for different user tiers, card types, and suspicious payment scenarios.
- Collaborate on risk operations and case efficiency: Work closely with the risk operations team to optimize alert routing, case management, and review/unblocking workflows, improving investigation and processing efficiency.
- Interface with card networks and BIN sponsors on compliance: Partner with data and engineering teams to ensure the stability of millisecond-level decision engines, ensuring the card portfolio's fraud rate complies with Visa/Mastercard and BIN Sponsor compliance and regulatory requirements.
- Enable AI and advanced analytics: Explore and apply AI and machine learning models to improve detection accuracy for complex fraud rings and anomalous transactions, reducing manual operational costs.
Requirements
Basic Qualifications
- Bachelor's degree or above, with 3+ years of experience in payment risk control, card issuing systems, or digital banking product management.
- Experience in product design related to card issuing risk control / real-time authorization interception / limit management / loss prevention (strongly relevant experience preferred).
- Understanding of the fundamentals of how crypto operates; experience with crypto cards or Web3 payments is a plus.
Professional Skills
- 3+ years of experience as a product manager in payment risk control, card issuing systems, or digital banking, with experience building issuing-side real-time authorization interception, transaction monitoring, or anti-fraud systems.
- Ability to plan and configure risk detection logic, static/dynamic limit matrices, frequency rules, identity verification strategies, and risk thresholds.
- Strong data-driven mindset, proficient with SQL and data analysis tools to investigate anomalous transaction signals, evaluate rule performance, and optimize false-positive rates.
- Excellent cross-functional communication skills, able to collaborate effectively with risk operations, compliance, data analytics, and engineering teams to drive complex projects to completion.
- Experience building automated, scalable risk control systems within a strict risk and compliance environment, with the ability to balance interception rates, operational processing efficiency, and user payment experience.
Nice to Have
- Experience building card issuing systems or integrating with third-party CaaS (Card-as-a-Service) providers.
- Experience building crypto cards or crypto on/off-ramp solutions.
- Experience building a card issuing risk control engine or risk case management system from 0 to 1.
- Familiarity with early chargeback-prevention networks such as Ethoca / Verifi, and card network dispute/chargeback handling processes.
